So if i have a hotel retro database in my localhost and i change routers/modems and my internet provider (isp) would i loose the database? like where is the database stored ?

The database has nothing to to with a router/modem, it's fine to change it.

It's stored in your harddrive

No databases are stored in your C;\Xampp/MySQL . Which means you can bring your computer to another place, and the databases will be saved still because they are stored in your computer.
