All you really need to code html is notepad and a brain. Although some people like me like to use a program called Adobe Dreamweaver but I only use that when I'm making a layout as it's easier to see the changes I make. Check ouy a website called w3 schools to learn the basics : )

No, you have to save the file in the htdocs folder in xampp.

Or if you use firefox, right click yourfile.html, open with .. firefox.exe.

You pay for dreamweaver, it's not a necessit.

And kryptos what do you mean by you need it on a webhost to work, if you code some html in notepad then save it as whatever.html and open with a browser it will show.
