[Help] How do I view pages? [Help]

So, when I've edited a me.php, or some file. How do I view what It looks like? Or how to setup Localhost, if you use that? Much appreciated.

Phpmyadmin?
Put everything into htdocs?

What are you trying to do view the me.php?
localhost/me.php ? :L
