Because your emulator is trying to read the decimal point as a full stop, not a comma.

This fix has been posted 100’s of times on this forum.

I have everything set the exactly as you said. Though I seem to have a index.php error and you haven't showed in the video what to put in the index.php can you help?

No, that is not...

You have to change "," to "." in your time settings. It's a known problem and you can find it all over the web

If you mean the index of braincms, yes it is. You'll have to look for the index.php file in htdocs/templates/brain. There you can edit the language things. You can also change the language config in htdocs/system/languages
