To host events and run the hotel itself. It would require 3-5 staff to actually actively run a hotel 24/7 taking into account personal concerns and time-zones.

Yes and no, having 3 people to run a hotel even with minimal users is pretty normal. To advertise, host and maybe even fix stuff? Even if a user is hidden, they're still there, ranked helping out.
