URL Rewrite

For some reason my url rewrite in the IIS Manager is completely blank?
How can i get it to read or import my web.config?
It's causing my catalogue and inventory to cause disconnections, because the hof_furni says 403 forbidden.

Import it from your htaccess then just manually add the missing rewrite rules if there is any

Turns out that it isn't the URL Rewrite, but the hof_furni page turns a 403 forbidden on the console,
rooms load, but the inventory and catalogue disconnects you.
Any ideas?
