Signature Image?

Ive recently seen a few people with a signature that has a multicolored line and its moving with different colors flashing almost like its swiping out the way with loads of colors and also a post charter? Like [(tick)] 100 Posts and so on? if anyone know how to get this image, and the animation please tell me? Thankyou.
