No database connection..

I made a PHPretro, with holograph Emulator. But when I try to connect to it with holographemulator.exe it just says "No database connection"
Heres my config files:

Is MYSQL started? And are you using xampp? Trying starting MYSQL, then update us.

Nvm, I deleted holodb and made another hotel..
