Going to it from my VPS it loads a blank page. From my PC (or im guessing if you went to it) just loads continuously

Don't give out your ip, I could easily boot your hotel, take over your vps or boot you. B careful, use cloudflare.

i think its your web.config, you got url rewrite installed?
try remove the current web.config and do it again, Sometimes cms releases come with bugged web.config files
