It's pretty common to encounter problems with the download and patches for League of Legends, this is the simplest way to solve any issues you could be having. This will fix any potential failures when trying to launch League and the percentage never moving/changing/patching/launch errors. If this does not fix the issue then the problem lies with Riot and you must send a ticket. This can potentially solve any in-game problems you may be having as your files may be corrupt/broken and not working properly. But like I stated before, if this does NOT fix your issue then send a ticket to Riot.

• Go to your Riot Games folder (Default path: C:/Riot Games/League of Legends)
• Open the following directory: C:\Riot Games\League of Legends\RADS\projects\lol_air_client\releases{highest version number}
• Delete the following files:

releasemanifest
S_OK​

• Open the Deploy folder
• Delete the following folders/files:

lib (folder)
META-INF (folder)
mod (folder)
lolclient.exe (file)
lolclient.swf (file)
locale.properties (file)​

• Restart League of Legends

It's like a simple one-two step to find out if there's an actual problem with League. Re-patching almost always fixes any issues you have though, so if it doesn't send in a ticket.
