Flood time

Hi, i have a problem with flood-time
Rank 8,7,6 = i wait 1 seconds
Rank 5 = nothing
Rank 1 = i wait 10 seconds

Where i set this command?

I would for rank 8,7,6 is nothing time wait
I set 0 in 'events_staff' but now : -1, -2, -3....

If the user has vip permission they have 1 second wait, otherwise it's 10
