I'm using RevCMS, I've tried multiple themes.

Okay, I'll try use the same version of RevCMS I used before with XAMPP, and see if that works.

Pretty sure its a problem with IIS.

it could be the actual revcms youre using. use a diff one released then add your theme to it

hmm, if it is to do with iis make sure all the required are installed

All Application Development,
Static Content Compression and under Management Tools select IIS Management Console, IIS Management Scripts and Tools and Management Service.
 
or if youre using cloudflare try purging cache
