Well, you can't if it is closed source but you can prevent people from using the command by filtering it.

1#: If the server your using is an open source like butterfly yes you can play with anything how ever you like.
2#: If the server your using is a closed source such as Phoenix, then no you can't play with the code nor take off any of the commands.

How ever you can disable the :commands command from the texts table (if your using phx 3.10.0).
