Can't connect to MySQL server on 'localhost' (10061)

Okay so on my vps, I've installed IIS and mysql.

I've gone to navicat to attempt to set up the database and I get

You must be registered for see links

"


Any ideas?

Hmm if your doing this on IIS do you have these Components?:

IIS: URL Rewrite 2.0
IIS: Recommended Configuration
IIS: Client Mapping Certificate
IIS: ASP
IIS: CGI
PHP
MySQL
IIS: PHP Manager
Helicon APE

PS. PHP is downloaded from Web Platform installer with anything that IIS.

google Helicon APE and it should be the first result
