Can't connect to MySQL server on 'localhost' (10061)

Okay so on my vps, I've installed IIS and mysql.

I've gone to navicat to attempt to set up the database and I get

Any ideas?

Is your mysql server set to allow local host? Some server's
Denie remote hosts or localhost :3 make sure you have it allow 127.0.0.1 and denie every other host

Uninstall my sql from Uninstall programs, open a folder and in the big long bar do appwiz.cpl look for mysql server 5.1 double click and uninstall, then for the Community installer and install this with a password you can remember.

I've tried revcms and uber and both is the active machine turning away the connection o.o

Database worked fine on localhost and a vps before, and how do you open ports on a vps, if it's imbound/outbound I've done the ports for that, it still says 3306 is closed :s

MySQL installs its own ports, Delete those add port 80 and then add 30000 and 30001 look where it says MySQL in that list to check it there.

Delete one of 30000 and one of 30001 and one of 80
when you do this you click add rule, Port then enter the port.....
