dude I have made like 30 retros before you do not need to fucking portforward if you are not going to have other people connect to your hotel it can be hosted from your own computer to yourself with localhost on the ip 127.0.0.1 dammit.

+ it was the mus port that was the problem not the phoenix emu...

try making all links 127.0.0.1 not localhost if that doesn't work try portforwarding like fo real
