Make sure your CMS is connecting to the same ports as the emulator. Check your SWFs again, it could be a different SWF revision. You'll need r63a SWFs for Phoenix. If this doesn't work, open you're firewall and free the ports the emulator is using or run it as an Administrator. However, I'm pretty sure it's the CMS running on different ports.
Verify in both your Client.php and EMU Configuration that:
> Your Ports Are 30,000 and 30,0001 OR at least the same
> Your External_Variables is linked to 127.0.0.1
> 127.0.0.1 / localhost is in your configuration, these are exchangeable, you can use either or
