How do I start editing the web pages, I have looked in the wwwroot > templates > brain and can see all the page names, when I open there is not a thing in sight that I can change there is only the php code?

Does anybody know why I get an error 404 page? I think it has something to do with the web.config file but I don't know enough about it to troubleshoot it. I am running Apache2 on Debian 9.

EDIT: to clarify, I get an error 404 page that says that /index was not found.
