For some reason i dont belive plus r2 has this command (im guessing thats what you have because i have the same issue) What i do is just restart the emulator. I know its a bit of a pain but if you dont have the command working, this is a good alternative. If you wanna dig a little further look into you database and find your rank permissions. If you can find the command there, just adjust the permission rank. Start with that.

Add this. Update permissions then you can use the command.
