umm quick problem with my router, it says Private IP Addresses: 192.168.2.____ But I'm unable to change the .2.___ to .1.____...

I have been going at this for months now, On my Wireless Network (From my laptop) I can view my retro from typing in my internal ip. All the files used for my retro are stored on my desktop as well as XAMPP also being run on my desktop. I'm fairly sure I have port forwarded correctly...
I have now fixed it so I no longer need xxamp open to run the hotel. I just type in my internal ip and away we go :). I have port forwarded the port used in the config.php file as well as the EMU?? Still struggling
I can access my hotel fine internally using my local ip in the address bar, when I try to connect using my external ip, it says it cant connect. I know its a pretty noobish question but I have been working on this for agess and had no success.
I have xxamp running
