Back in the day (year or two back), habbz hotel (owned by John - NitroHabbz - and Craig) forum, had a nice little system that automatically merged a double post. No need to infract or warn a user...
1) Create a PHP script that will go through your database and check the domain for each of the topsites. It will then delete those that dont exist.
2) Make a hit counter. Cou nts how mnay users click the link to the hotel, then admin can see it.
