Your use of ~ is overkill. Anyway, welcome. :)

It means it can't find any file called craftbukkit.jar in the same directory as your bat folder.

Open up your bat folder and type PAUSE at the end of it, it will stop it from closing and you will see any errors.

Try the command java -Xmx1024M -jar craftbukkit.jar -o true --nojline

You can also run a VirtualBox with Windows inside it, you can use Mono and run the source of it like that or you can get a virtual server to run your emulator. :)
