How do i find this menu?

Hello i have been working on infobus. But i have a Problem. I have managed to create the infobus room. But i cant get this menu open: I have uploaded the infobus to my server.

This account is rank 2. But when i try vip commands then this happens.

When i open this happens

I already know permission_rank. I just wanted to know if any new :push, :pull, :mimic, what the name was.

Is there place where can download it and import it.. my retro is r63 can it have someting to do with it?
