Is this on a vps or a portforwarded habbo retro? Well I think you should double check your config file on the emulator, and also check if the ip on client.php is correct also it's port on client.php, also make sure you put your hotel link or IP on the variables.

Go onto ranks in your db, then if you see the plus sign on the bottom click it and add the id or whatever u want to call the rank then go to rank_permissions and then click the plus sign make the id match with the id you put on ranks and the same name then add what permissions you want on that...
