If you are using xampp you can just install the newer xampp version, however if you are using IIS and it's not available in the web installer, you would have to download it manually and then point IIS to it through the PHP manager.

That is .htaccess code, you need to convert it and it should work. Otherwise it might be a issue in the code. But based on what I just saw, you just pasted the same content from htaccess into web.config

Like the IP's you just use directly in the query, the IP can be tempered with and is therefore unreliable. Everything that is non-static should be prepared.

You can't ping the domain and get a direct IP since they take over the nameservers and use their own DNS records. It's stronger than you might think actually. Also it could be a form of protection to use services who mask your IP since if they don't know your real IP it will be much harder to...
