After uninstalling some versions of xampp don't completely delete the folder. They just delete the main files so i suggested checking after uninstalling if it's been deleted :)

When you uninstall xampp make sure that the xampp folder get's deleted. Do you have skype so that I could take a closer look into it ?

I just did it and it worked really well! I copied from phoenix 3.11.0 sql and it created cms_news. I just renamed that database from cms_news to site_news and it worked just fine! I'm using RevCMS 1.9.9.9. It's the layout that Wicked released :)
