For both of your questions it depends on the vps you have. Also I recommend to anyone having trouble with uploading the database file over phpmyadmin to go a different route and use navicat lite.

This would be incredibly helpful. For a new user it's been difficult finding and knowing which cms to use for Sled's edited PlusEMU. I don't know too much about retros so a tutorial covering swfs, external_vars, how to config everything and updating the clients would be great.
