Would this run Minecraft at 100FPS on Low Settings, Also, Would it run Windows 10 Alright with SSD?

I can see you're on a budget, I'd really go for the GTX 950ti (would destroy Minecraft for the price) and at least an good i3, though an i5 if you could afford it wouldn't go amiss. Don't think how much FPS you'll get, think stability. Minecraft would just look horrible on a basic system without V-Sync (60fps cap), Minecraft just screen tears way too much. :>

Buy all the parts, but add a video card

Don't like how your PC performs?

Save up and replace the part which bottlenecks.

The CPU is a good choice because it has an LGA1150 motherboard socket so you can easily switch it over to an i5 4690K or an i7 4790K in future without having to swap the motherboard.
