Windows Repair Option No longer shows on startup (f8)

Hello! I've had this problem for a while now and i've tried to fix it so many times but failed. Therefore I am here to ask you computer whizkids for some advice.
Before, whenever I wanted to re-install windows I would have to press 'f8' on startup and do a HDD Recovery via the advanced menu on windows startup. I am using WINDOWS 7 and a toshiba satellite laptop. Whenever I try now the advanced menu appears however, without the repair option.

Here is what appeared before, this still appears but without the 'Repair Your Computer' option.

Doesn't work the manual says f8 however the repair option doesn't appear
