what do i need to make a habbo retro website?

First..this is kinda noob question but who care..my hotel is free webhost so my plan is to upgrade my hotel but idk what to do? Do i need webhost for habbo retro??

2.A Phoenix Licence ( already bought)
3.A Habbo CMS (probably RevCMS 1.x.x) ( already download)
4.And a knowledge to download, install, and follow instructions ( just a bit of knowledge)
