So i'v Started developing Websites which is great but i find it takes around a week to get one page done VIA doing it from Scratch

Does anyone know any Decent places of Where i could get Site Templates?

Yes, but i'd like to investigate what other people use to make perfect Websites, as im a noob at putting images as backgrounds
its not for me to Expand on, its for me to learn.

Well, bootstrap is a good place to start. It has almost anything you need. Try it out.

Well make your point clearer next time, I'm sure a simple google seach of 'html5 and css3' templates will help you out.
