have you tried uninstalling google chrome?
Have you tried going into control panel, clicking "uninstall a program" and finding something that looks suspicious?
This is usually caused by downloading freeware from places like cnet. Next time read what you're installing

You should learn to read.

I'll break it down
  1. Go to control panel
  2. click "uninstall a program" in the bottom left under "Programs"
  3. find any programs that are suspicious, or sound like bloatware
  4. click them
  5. click uninstall/change
  6. go through the uninstall process
  7. repeat steps 3-6 until you think you've gotten them all.
  8. go into google chrome
  9. delete the extension if it's still there
  10. restart google chrome
  11. if the extension is still there, you didn't uninstall the program that's reinstalling it
  12. try reinstalling google chrome
