First of you can't use XAMPP 1.7.4 for retros.
Well that's pretty much all, Good Job.

Hey! You go in the database -> to your database that you've made, and in the left side of the screen you'll find user/users. clik on that and find yourself and make your rank from 1 to 7

I'd recommend this tutorial, for PhoenixEMU & RevCMS only running on IIS (recommended for security.. not flawless but more secured than XAMPP).
