The emulator is not picking up the connection, first thing I would check after confirming the IP and port are correct is whether the SSO ticket is actually passed to the client and whether it's updated in the users table.

Also, you have a typo in your external variables, last line, it's "figuredata.xml" not "figuredata.xl".
