some users having issues connecting to server

i had a issue similar to this a few days ago where i had to update my licences and the problem was fixed untill about today and now i am having the same issue agian, i connect my first try but it takes a good 2-3 minutes before the connection is made, where some users have to reload 2-3 times before they can connect. some users connect on the first attempt? what could this be.?

I had this happen a lot of times. It was my in my config for the emulator I did something wrong with the "Game TCP/IP Configuration" and "MUS TCP/IP Configuration". Show us the config for the emulator it might help.
