[Short tut] How to Get a badge on posting news comment [RP]

This is a very basic tutorial on how you can fix the badges on the news comment page.

It allows people to show the badges when a Administrator or a Moderator or lower is posting.

Change that to this:

I don't think this will help anyone as people are now into Uber and not RP anymore but it's okay as if someone is planning to make a RP in the future they will need it.
