Settings Problem

I had my comp. reformatted and it's now working properly but only 1 thing to fix..
My Settings won't take effect, for example, I set the time/date, then I restart my pc, then it doesn't take effect..
It also happen with my Google Chrome and other browsers..

I use Windows XP anyway..

w32tm /resync
