Set up R63B Retro For Me

I am looking to make a new habbo retro, but unfortunately don't know how to set them up. I need someone to set it up for me. Because I hear habbo retros are easy to make, I won't be paying anyone. The requirements for the hotel are:

• It must be R63B
• BcStorm Emulator
• Xammp
• Fine CMS
• Must be stable.

First one, I go onto localhost and it says 404 error not found.
