The PHPMYADMIN has nothing to do with the web_build.
You've probably configured the xampp setup wrong.
Try re-installing.

I reinstall the XAMPP like 4 times but its still the same

firstly; Port Forward, secondly, add a password to your mysql, thirdly, make sure you have the latest web-build, fourthly, make sure your config files are correct, lastly; use phoenix?

As they have stated above, phpmyadmin and xampp has nothing to do with the webbuild. I would suggest you to search for "Automatic webbuild" And install that, then you won't need to worry about the same problem again.
