If you read it, you've entered an incorrect password for the user root. Check your config once more.

Sometimes that error shows up, even though the pass is correct. If your using XP, doesn't work. U need Windows 7 or higher. Also use IIS, not Xampp.

Check if db username is Root
Check if your db name matches in config.
Make sure password correct, test it via navicat or

Probably. Xampp has many errors, and issues that they need to fix. Also added a tut for setting r63b with IIS. Read the tut. Really useful.
