If I add new VIP rank on `ranks` table, How do I edit the amount of credits , pixels and the commands that should they get ?

If you add a new rank, you'll change the permissions on `permissions_ranks` and edit/add the row for that rank. For the credits and pixels, you'd have to give it them manually unless you have a system that'll do that for you.
