Portforward Issue

So I've looked around the forum for a solution but have had no luck. I've portforwarded these ports, 30000, 30001, and 3306. I am running UberCMS Jays edit and Phoenix 3.11.0 and xaamp. I've edited all my files to my ip address, IE: variables, emulator config, and the cms settings. Their all correct. When I run XAMPP and try to go to my ip address it takes me to my router. And no, i'm not using anythign like 192.168.x.x i'm going to my public IPv4 address. I can't understand why this won't work. Plus, when I run my emulator, it gives me an error along the lines of incorrect IP. If someone could please help I would really appreciate it. As you can tell I am knew here, I used to dabble in retros years ago in the days of holograph.

same happened to me man forwarded all ports and people are saying they can't get on i'm like "wtf is this"
