Port forwarding issues?

So.. i follow every tutorial i can find... about forwarding ports in the router settings, and opening the ports on your firewall.. and i stil cant get an open port -_-... can anyone tell e what any of my posible issues are? im using an Ubuntu linux Laptop, and Windows 10 Desktop
