Plus Emulator stuck at 76%

Its stuck at 76% when someone trys to log in. I don't know why, I'm using plus emulator.
Could you give possibilites of why this may not work ?

Your client can't connect to your emulator. Check if your connection can be found by useing canyouseeme.org.
If that doesn't work check your firewall and your ports
If it finds your connection check the ip and port in your client.php

as he said check firewall setting's make sure you have set the inbound and outbound rules if not it wont allow connections. also check that the client.php and look for connection info host and make sure its the correct ip
