I'm using IIS, to add the rule to web.config what exactly am I adding

Just clarifying, just got back into doing all of this about last week. Albeit I seem to be having an issue, I cleared my own cache but it's not appearing. Did fix my badge definitions though. I'd send you a message but I've yet to hit 25 posts.
