[PLEASE HELP] Editing Staff Permission

I know its an easy fix, and before i switched to plus emu it had a tab on localhost called rank_permissions. This new one doesn't, i am using plus emu build 1.

ok i got that part figured out, now i am stuck again because some staff ranks don't have the mod tool and i cant seem to figure out how to give them it.

Permissions table has a permission called mod tools.. give them that permission ID
