It shouldn't, I'm the one and only administrator on that PC.

I mean there shouldn't be anything wrong with admin privelages.

Try running it as Administrator. Right click Phoenix 3.0.exe then click [Guard Icon] Run as Administrator..., it should prompt you about Phoenix wanting to run, click Yes.

Back when I used cracked emulators I had to modify them, can you give me the correct hosts file?
