I don't think r63 let you change quantity. If anything at all, it was probably a command that would update your next purchase.

Not sure if this was ever in Phoenix, might have been a thing in Gold Tree Emulator. It's unlikely that someone is going to provide code for something outdated that nobody uses anymore.

Any reason why you don't use something more up-to-date?

im running a Phoenix 3.7.1 Emulator Hotel because that was my favourite emulator back when i was 14 years old, i love this Emulator

It would need to be coded in as a command, check the source, if it’s in there as a command just add the command to the permissions table.

GTE is probably the best bet if you’re looking for that nostalgia feel. If not use Sledmore’s PlusEMU, which can be used with RevCMS, or the more newer build Atom/Arcturus.
