He dont have a credits card.
Who host will get Admin.
And VPS Access.

Nobody will pay for your friends VPS for an admin rank. If you want a VPS you should partner up with someone and own the hotel 50/50.

Why would someone giveaway a VPS for a rank on a hotel?

I'm sure they'd be interested in money, rather than playing Habbo Retro's all day.

&If they hosted a VPS they'd have to have access.

First of all I doubt anyone would give you a VPS and secondly I doubt you have a clue how to work a VPS.
