Need help with making a r63b retro

I need a good working cms, emulator, sql database, and swfs. I need it to have working group badges or at least a way to fix them if so please provide a link. Also I would prefer to use Xammp because I know how to use it better. But if I can't use Xammp then i'll use IIS also the cms can't be RevCMS and I would like the catalog and website to be in english.
